Tatar language pack

Tatar language pack made with punbb 1.2.16 files.
made by me.

hello.
a forum with this translation (but newer version) you can see here: http://kukmara.ru/forum/ , and there are some modifications made by me, see http://fluxbb.org/forums/topic/1909/mul … -question/ .
language related modifications are ability for guests to change language and multilingual forum names, category names and forum descriptions.

this translation was complete even before my was complete, but it was started and completed quickly, while my was 75% complete . i was translating in forum hoping other users will participate... i had said i will modify it to standard, "canonical" punbb 1.2 and then attach to download and write links, but i somehow did not do that and then had lost the files that was sent to me by tatar16. now, while we have been(?) talking about that, he has attached that.
