Make "Priority" a developer-only function

We've seen that people keep giving their tickets an overrated priority, tickets that deserve a "Normal" ends up with a "Highest", and that just anoying for us. It's also mentioned multiple times to make this a developer-only option, time to do so? Agree or disagree. If agree: should "normal" be default?

I agree, but if someone finds a fatal error in the code, what then? Freedom is freedom, zmaina label does not hurt. Already a better status of this option completely give into the hands of developers.

This was actualy more a question to developers, anyway: most of the tickets have priority "normal", that's, well... normal. If a ticket is important, or isn't, we will change the priority by ourselfs, people are misusing this system and I think we have one of the only trackers that actualy allow people to set a priority to their own ticket.
