If admins are notified about new registrations, they should be able to do things like delete or ban users immediately from links in the email.

Is this what you had in mind? Add the following text to the listed mail templates:
To administer this account, please visit the following page:

ex: <admin_url> converts to profile.php?section=admin&id=2
banned_email_change.tpl

dupe_email_change.tpl
dupe_email_register.tpl
new_user.tpl

Yes, however, there is a confirm_referrer check and requires code modification to just eliminate 1 additional step. Considering how often this action will be used, will it be worth it to go directly to the deletion confirmation page?

Darn, I hate them. Okay, a link to the administration section makes the most sense then.

I spoke too soon. The admin has to be logged in already to go directly to the Administration page, otherwise, the admin sees the user's profile page and must log in to be redirected to the Administration page. It might not be obvious in the latter case. Is that okay?

That is okay. It would be better if the user got redirected to the login page, but meh, we don't need to bother here.

To make sure I understand this feature, this will allow the admin to go directly to the Administration page to delete/ban based on the username only since there are no other information to go by. Correct?

Yes. Other than the username that is in the notification email, how do you decide to delete/ban the new user? I guess my question is if other information should be included like email address and ip.

Never mind, just link to the administration section of the profile. Adding a direct link to the deletion confirmation page is not needed. (I had thought that already existed, but it does not.)

The ticket states only the registration email. Would it make sense to apply to the following mail templates also?
