Put time settings under "Time and timeouts" in Options

I'm currantly working on a manual for FluxBB (Dutch), and I saw something wired. Why there are settings for time ("Default time zone" and "Adjust for DST") under "Essentials" on the Options-page, when the next part of that page is about time and timeouts. Isn't it more logical to put those settings under this?

I actually see where this was coming from. I think Time Zome and DST are both essentials settings as they are preset and change often. Though it would make more sense under Timing, I actually vote to keep it under essentials.

I agree it would make sense there, but I want to keep the changes in the 1.5 branch as minimal as possible to keep updates simple. Do you agree?

It's actually not that much work, it doesn't affect translations, etc. It's just a replace of the code that displays this option.

I think this would be more appropriate for 2.0 as 1.5 is now just updates to bugs/security patches.
