Use action filters for permission checks

Action filters are Laravel's supreme mechanism for making repetitive checks for things like permissions etc. before controller actions are executed.

As those checks are beginning to repeat themselves, e.g. in the auth controller, it is about time we make use of action filters.

This also allows us to have the handling of those permissions all in one place.
