Add include/user/ folder to default package.

As suggested by gnat here, we should make it more obvious that the directory include/user needs to be created by the user.

Something along the lines of "Make sure the /include/user directory exists in the FluxBB directory" should be added to the end of the error message.

just a question, why do not put directly an empty directory "user" in the official release?

It seems like we probably did this because our gitignore rules would be easier this way. Well, from now on only PHP files within that directory will be ignored by Git. Maybe not ideal, but much better for the users, I would think.

Bad reason anyway, I guess.
