Consider including language packs in the core

We should consider adding some of the more popular language packs into the core.

I suggest we put this off until 2.0. There seems to be quite a lot of support for the idea, and I like it - though it might be a bit of an odd step halfway through the 1.4 branch.

It will necessitate to have a "translation center", and each modification validated will modify the package to always be up to date.
On the other side, it'll necessitate that you'll have to wait that the community have modify the translation at each new released with language modifications.

I wouldn't add them to the core (as per Fran├žois). You'll always have to wait for the local community to be ready. It *could* be a good idea to include only the languages for the install procedure (and then let the users download what they need).
