No notifications for users w/ language set to an inexistent language

FluxBB uses language-dependent templates to build the notification message (https://github.com/fluxbb/fluxbb/blob/m … t.php#L234). It comes with templates for English, and nothing else.
It looks like there's an issue with FluxBB which causes it to omit notifications for any user who has their language set to an inexistent language (https://github.com/fluxbb/fluxbb/blob/m … t.php#L276).
We upgraded our site (http://forum.textpattern.com/) from PunBB. Veteran users of our site were able to choose between alternative languages (e.g. 'Francais') as these were apparently provided in earlier versions of PunBB.
This setting is no longer visible on a user's profile page - we now have just one language to "choose" from (https://github.com/fluxbb/fluxbb/blob/m … .php#L1407).
We see two issues with regard to language handling:
1. No fallback to existing mail templates in case the user's language is not available any longer.
2. No user-accessible profile setting to switch to an existing language.
