FluxBB v1.4

FluxBB v1.4 backports some features that were originally planned for v1.3. These include:

• UTF-8 support
• transaction support for MySQL databases (using InnoDB)
• split/merge posts
• IPv6 support
• search flooding protection
• more group permissions
• date/time format for users

The plan is also to keep upgrading from 1.2.* to 1.4 and later from 1.4 to v2.0 as easy as possible.
