W3C specifications in short

The W3C specifications for HTML and so on are somewhat, to say the least, lengthy and, at times, hard to understand - at least for me as a not-native English speaker. I know there are German translations, too, but I'm really looking for something else...

Does anybody here (e.g. Paul) know of a place with a relatively simple and compact list with the (still) detailed rules for HTML and CSS objects, elements and attributes and the specifications on how to render them?
