Seeking PunBB/FluxBB Programmer - Will Pay!

Hey all,

I can absolutely not figure out this glitch - on WebKit, the side of the website is broken for some bizzare reason (not in Safari, Opera, or FireFox).

Here's a picture:

Besides the Webkit problems, I've also got a few IE6 problems:

-Default.png in welcome bar flickers
-Signature flickers on hover (if text)
-Dotted areas turn into dashed lines, which then mess up upon scroll
(maybe ie6 could have a conditional statement which loads png images of lines, I can't figure out how to implement it)
-Extra empty box under "Text - Messaging"
-IE6 adds 5px padding under welcome bar if logged out
-Bottom space / footer flickers/jumps on forums.php
