Multiuser blog integration proposal

I, like many, have been pondering the integration of a sort of blog with FluxBB 1.2.17 (the version I am using).  I have a number of sites based on Textpattern, and of course what would be ideal would be for Textpattern to be integrated with FluxBB.  Many have discussed such a project; nothing has yet come close to seeing the light of day.

The requirements are relatively simple, however, and could be met with a few hacks on FluxBB.  What I am about to describe sounds a lot like the old PunBB Miniportal idea, except there are some essential differences.  I am looking for clues or suggestions as to how to proceed with something like the following:

GENERAL: I would like to put up a multiuser blog in which the blog articles are actually starting posts in FluxBB threads, and the "comments" are in fact subsequent postings to the threads.

SPECIFIC:

o Instead of something like Miniportal in which all new threads are presented as blog posts, my proposal is that only certain members have rights to start blog threads.

o The blog posts are new threads in a common forum (that is, the blog posts are not the only threads in the forum, but are intermingled with threads that are not blog posts).  Perhaps, for example, there is a special forum for blog posts, but every thread in the special forum is also seen in the general forum.  If possible, this would be clean, because the first requirement could be satisfied by a user group with exclusive right to post to the blog forum.

o Only the first blog post in the thread would be visible from the front page, with a link to "see or add comments."  This link would take the user to the normal thread display.

o This "front page" would be formatted separately from the forum.
