Yes, but the PunBB project, for many people, has lost its soul, and selling a project rights to a company is never a good idea.
An "official fork" is a fork that successfully aggregate a developer team and a community behind it. (generally it also takes developers which were supporting the forked project).
IMHO, Joomla could be considered as an official fork of Mambo.
