I am developing my site which I plan to release by end of the year. Can I safely develop it using 1.3 SVN version? And wait for for Paul’s markup/Css work to be released?
By Developing means, creating own plug ins or mods etc. Can Flux Dev team assure compatibility of add one with the final version?

It wont be frozen until beta 3 is released, the only thing expected to change between now and then is Paul's updates (ie. markup and css) but we can't guarantee anything.
